So, what was it all about?

In 2019, I joined a team of professionals that had one goal: to promote the services of the Israeli Ministry of Agriculture to the 21st century.

 

Until then, all the services and applications were performed in the old fashion ways via paper forms, fax machines and phone calls and even physical attendance to the office.

As the lead UX designer I was determined to lead a revolution in the way things were done.

 

I wanted Rex’s owner to know exactly what she needs to do.

How to lead a revolution?

The big challenge was to translate a stack of paper forms into a smart, unified, user-friendly digital system that contains a variety of services for different types of users.

Learning

I’ve dived into a whole new content world of regulations and procedures regarding the import, export and licensing of agricultural products, farming, fishing, pets, livestock and much more.

I conducted meetings and sessions with the ministry’s employees to learn about the procedures and the users’ needs. We even had tours of the Ben Gurion Airport and Ashdod Port to get to view the procedures up close and learn the pain points of the users in the field.

Personas

I’ve learned that there are different types of users, so I created some personas to match those users. This helped me to focus on their different needs and aspects.

Sharon, 34

and vegetables

The company has an extensive business activity that includes receiving at least 5 containers a week of fresh vegetal goods.

Sharon’s main responsibilities are applying service requests and making sure all licenses are valid. Sometimes it causes a lot of pressure on Sharon because the activity is very intense and has a tight schedule.

Occasionally, she goes out to the port to help release the goods.

Mostly works on her desktop computer.

Mira, 56

An employee in the Plant Protection and Inspection Services Unit in the Ministry of Agriculture

Mira’s job is to handle all kinds of service requests like import licenses, health certificates and more.

She checks dozens of requests every day and decides whether to approve, deny or send them back for corrections.

She mainly works on a desktop computer in her office room.

Joseph, 44

Joseph, 44

A supervisor at the port

Ships arrive at the port carrying large containers of imported vegetal goods from all over the world.

Joseph’s job is to inspect the goods carefully to make sure that they don’t have contagious lesions. He decides whether to release, detain or disqualify the goods.

Joseph works under a lot of pressure, in a very busy environment. He faces big responsibilities because any delay in the process or disqualification of the goods has significant financial consequences.

He mainly works on his tablet and is on the move most of the time.

A citizen, fishing fan

Kosta is going fishing every weekend, ever since he was a child.

Every year he needs to renew his fishing license. He usually does it using his mobile phone.

The Solution: It’s time to gather pieces together

Creating the design system

I designed a unified and innovative line including font family, color palette, sizes, titles and spacing. We chose Prime NG library to be our platform, so I defined the appearance of all components for all states, starting from the small check box and radio button, through all input types and selects and up to the complex grid tables.

Mapping the Content

I mapped and divided the content into different business worlds: import, export, vegetal goods, pets, animal welfare, licenses, certificates and so on. I decided all subjects should have a defined section with all the information and relevant services.

I realized there are two types of content:

One is informative and can be viewed by everyone and the other is unique for each specific user and can be accessed after a login procedure. Once logged in, a user can perform tasks, apply service requests, and follow up on his data.

A business decision was made to start with the import of vegetal goods as a pilot.

Building the Screens

Now that we have the building parts and the content, we can start the construction.

Design screens that will reflect the process of the services and allow the users to perform their tasks easily.
